Ruto makes key appointments to public health agencies
President has appointed Paul Ndung’u Kariuki as the Non-Executive Chairperson of the Kenya National Public Health Institute for a term of three years.
President William Ruto has appointed three new board chairpersons to head national public health institutions, signalling a fresh push to strengthen the country’s disease control and health regulation frameworks.
In a gazette notice dated July 25, the president named Samier Muravvej as the new non-executive chairperson of the National Syndemic Diseases Control Council, effective August 5, 2025, for a period of three years.

“In exercise of the powers conferred by section 6 (1)(a) of the State Corporations Act and Regulation 3 (1)(a) of the National Syndemic Diseases Control Council Order, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint - Samier Muravvej (Dr) to be the Non-Executive Chairperson of the Board of the National Syndemic Diseases Control Council,” read the notice.
Muravvej, who was previously serving as board chair at Kenyatta National Hospital before his appointment was revoked in a separate notice, now shifts to a body tasked with addressing overlapping disease burdens such as HIV, TB, and non-communicable diseases.
On the same date, the president also appointed Paul Ndung’u Kariuki as the Non-Executive Chairperson of the Kenya National Public Health Institute for a term of three years.
His appointment comes as a replacement for David Ndegwa Nyokabi, whose appointment was revoked.
In a third change, Fredrick Namenya Were was appointed as the new chairperson of the Kenya Medical Practitioners and Dentists Council for a similar three-year term.
His appointment follows the revocation of that of Professor Stanley Khainga.
All three appointments take effect from July 25, 2025, except for Muravvej’s, which begins on August 5.
These appointments come at a time when Kenya is focused on strengthening health governance and improving institutional performance across public health systems.
